In 2023, the Dutch postal and parcel market experienced growth in both volume and turnover, with the parcel market offsetting the drop in the postal market turnover. Consumers paid more for various postal items, while quality scores for postal delivery decreased.
Despite a drop in turnover on the postal market, the total turnover on the broader delivery market increased compared to the previous year. The number of letterbox-sized parcels doubled since 2019, with turnover also more than doubling. PostNL dominates this segment, with DHL as a significant competitor.
Postal stamp prices continued to rise in 2023, exceeding the inflation rate. Parcel tariffs also increased, leading to complaints about late or poor deliveries. The Universal Service Obligation delivery rate decreased from 94% in 2019 to 89% in 2023.
