The Competition Council in Lithuania terminated an investigation prompted by a complaint from Akmenė Health Center regarding a program incentivizing doctors in scarce specialties to work in public healthcare institutions. The program, offering financial grants, study compensation, and housing, was scrutinized for potentially favoring municipal healthcare institutions over private ones. However, the Council determined that free healthcare services funded by the CHIF are non-economic activities exempt from competition law, while paid medical services, constituting a small portion of overall services, fall under economic activities. The decision to end the investigation does not preclude legal action by affected entities. The program's aim to ensure CHIF-funded services and its limited impact led to the Council's conclusion.
