The Netherlands Authority for Consumers and Markets (ACM) is mandating private networks, known as Closed Distribution Systems (CDSs), to participate in congestion management alongside users directly connected to public grids. This requirement entails businesses connected to private networks, such as wind and solar farms, temporarily reducing electricity injection or consumption during peak periods to free up grid capacity. By involving CDSs in congestion management, system operators can tap into the flexibility available at these businesses, ultimately aiding in grid efficiency and supporting the integration of sustainable projects. The code amendment targets private networks in regions like Flevoland facing congestion issues, empowering public system operators to compel CDS owners to provide flexibility. System operators are tasked with ensuring compliance with this obligation among users.
