The CNMC has reviewed a ministerial order regulating road awareness and reeducation courses for driving license holders, emphasizing the duration, content, and requirements of these courses.

In Spain, the points-based driving license system has been in place since 2006, allowing drivers to earn or lose points based on their driving behavior and participation in awareness and safe driving courses.

Previously managed through a concession system, these courses are now under an authorization system following a 2023 court ruling, promoting competition and price flexibility among service providers.

The CNMC recommends justifying the involvement of road accident victims in courses, allowing shared training for different types of courses, and eliminating restrictions on course schedules and content delivery.

The CNMC can provide consultative advice to various entities and has made recommendations to ensure the new regulations align with principles of good governance and competition.
