The Competition and Markets Authority (CMA) has initiated a market study focusing on the design, planning, and delivery of road and railway infrastructure in the UK. This review comes at a pivotal moment as the government outlines its long-term infrastructure strategy and legislative reforms.
This is the CMA's first market study following the government's strategic guidance. The study aims to identify opportunities for better collaboration between the public sector and the civil engineering industry, particularly in public procurement processes, to enhance cost-effectiveness and support the government's growth objectives.
The civil engineering sector contributed approximately £23 billion to the UK economy in 2023. The CMA believes that improving market operations could lead to increased productivity, reduced costs for businesses, and overall economic growth. The National Infrastructure Commission has indicated that investment in infrastructure needs to rise by 30% to 50% over the next decade, highlighting the current inefficiencies in the sector.
The review will focus on ensuring that public authorities have access to the right information for informed decision-making in procurement, assessing whether existing regulatory processes create unnecessary barriers for companies, and examining necessary changes to incentivize civil engineering firms to deliver projects effectively.
Sarah Cardell, Chief Executive of the CMA, emphasized the importance of reliable infrastructure in driving economic growth and the need for effective collaboration between public authorities and the civil engineering sector. The CMA plans to engage with businesses throughout the study and aims to publish an interim report with initial findings by November.
