The French competition authority has published a study addressing the competition issues related to the energy consumption and environmental impact of artificial intelligence, urging stakeholders to engage with these critical concerns.

The French competition authority, known as the Autorité, has released its first study focusing on the competition issues surrounding the energy and environmental impact of artificial intelligence (AI). This study follows its previous Opinion 24-A-05 on generative AI and emphasizes the need for stakeholder engagement.

The rapid deployment of AI technologies has led to significant increases in electricity consumption, particularly due to the growth of data centers. The Autorité highlights that data centers currently account for about 1.5% of global electricity consumption, with projections indicating that this could more than double by 2030. In France, data center electricity consumption is expected to rise significantly, raising concerns about resource management and carbon emissions.

The study identifies three main competition issues: access to energy and pricing, the emergence of frugality in AI services as a competitive factor, and the need for standardization in measuring environmental footprints. The Autorité stresses the importance of reliable data on energy and environmental impacts to ensure fair competition.

Furthermore, the Autorité calls for transparency in energy access and pricing, particularly regarding nuclear-generated electricity, to prevent larger operators from monopolizing resources. It also encourages the development of frugal AI solutions that minimize environmental impact, which could foster competition among smaller operators.

Lastly, the Autorité notes the ongoing efforts to standardize environmental impact measurements and warns against potential anticompetitive practices that could arise from such standardization. Stakeholders are invited to report any suspected anticompetitive behavior and seek guidance on aligning their projects with competition rules.
