The Competition and Consumer Protection Commission (CCPC) has confirmed the notification of Shannova Limited as Ireland’s first data intermediation service provider (DISP) under the EU Data Governance Act (DGA). This milestone is crucial for the development of trusted data sharing in Ireland.

Shannova Limited operates as a cross-sector data marketplace and matchmaking service, connecting data holders with potential data users. The DGA aims to enhance trust in data sharing, increase the availability of data for general use, and facilitate the reuse of public sector data for societal benefits.

Data intermediation service providers (DISPs) act as neutral third parties, linking individuals or companies that possess data with those seeking to utilize it. They facilitate the creation of commercial agreements between these parties while ensuring reliable, safe, and secure data sharing. DISPs can operate on a for-profit basis.

Brian McHugh, Chairperson of the CCPC, emphasized the significance of this notification, stating it represents a key milestone in establishing a trusted framework for data sharing. He noted that it showcases how data can be responsibly shared and utilized for public benefit, aligning with broader EU initiatives to harness the social and economic potential of data.
