Umberto Berkani has officially been appointed as the General Rapporteur of the Autorité de la concurrence, following a selection process overseen by a committee assisting the Minister of the Economy, Finance and Industrial and Digital Sovereignty. His appointment comes after the term of Stanislas Martin expired.
The Board of the Autorité de la concurrence provided a favorable opinion on Berkani's appointment on March 12, 2025. He will serve a four-year term, which can be renewed once. The President of the Autorité, Benoit Cœuré, expressed gratitude to Stanislas Martin for his contributions to the authority and competition law.
Berkani holds an advanced degree in economics and management and a Master’s degree in business and economics law. He has a rich background in competition law, having served as a case officer at the Conseil de la concurrence and as a national expert at the European Commission. He has also held various roles within the Autorité, including leading the Antitrust Unit 1, which focuses on investigations in sectors such as energy, transport, and construction.
As General Rapporteur, Berkani will oversee the Investigation Services, which consist of around 120 staff members and are responsible for handling anticompetitive practices, merger examinations, and preparing opinions. The Investigation Services include several specialized units, including those focused on digital economy matters and innovative investigation tools.
