The Competition and Consumer Protection Commission (CCPC) of Ireland has released a preliminary assessment concerning the acquisition of Pelco Holdings Limited by Ard Services Limited, a subsidiary of Circle K Ireland Holding Limited. This assessment outlines the CCPC's initial concerns about the potential reduction of competition in the retail motor fuel market.

Pelco and Circle K are both significant players in the retail sale of motor fuels and operate convenience stores at service stations across Ireland. Pelco currently runs thirteen service stations, primarily located in the greater Dublin area, with nine of these included in the proposed merger.

The acquisition was formally notified to the CCPC in July 2024. After a preliminary review, the CCPC determined that a more detailed investigation was necessary to evaluate whether the merger would substantially lessen competition within the market.

In accordance with competition law, the CCPC is tasked with reviewing certain mergers and acquisitions to prevent adverse effects on competition. The commission's assessment focuses on the potential implications for consumers, including possible changes in pricing, consumer choice, quality of service, and innovation.

The CCPC has outlined a timeline for the investigation process, which is expected to conclude by July 2025. The final outcome of the investigation will be made public on the CCPC's website, along with a non-confidential version of the determination.
