ACM Reports Surge in Mobile Data Usage for Q3 2025
The Dutch competition authority, ACM, reports a significant 14% increase in mobile data consumption in Q3 2025, alongside stable market shares in the telecom sector.

In the third quarter of 2025, mobile-data consumption in the Netherlands reached 817 million gigabytes, marking a 14% increase compared to the previous quarter. This follows a notable 16% rise in Q2 2025, indicating a strong trend in mobile data usage among Dutch consumers.
The Telecom Monitor, published by the Netherlands Authority for Consumers and Markets (ACM), also highlighted that the number of fiber-optic connections has increased to 8.72 million, with 3.41 million addresses now subscribed. However, the growth rate of fiber-optic plans slowed to 1.5%, down from 2.7% in the second quarter.
Most households (74.4%) now have broadband subscriptions with download speeds between 100 and 1,000 Mbps, while those with speeds exceeding 1 Gbps slightly increased to 16.5%. The number of households using copper connections continues to decline, with only 1.37 million active subscriptions reported.
In the mobile market, KPN and Odido remain the leaders, while fixed telephony is losing ground, with landline subscriptions dropping from 3.82 million to 3.72 million in the same quarter.
ACM's Telecom Monitor is published quarterly, providing insights into trends and developments in the telecom sector, based on data submitted by major market participants. A market investigation into the fixed broadband market is set to be published in January 2026, following previous findings on pricing disparities among different broadband speed categories.
