The International Competition Network (ICN) and the Czech competition authority organized a three-day workshop in Prague, focusing on unilateral conduct and abuse of dominance. The event brought together over a hundred specialists from 47 countries to discuss legal, economic, and technical aspects of competition law.
The workshop was inaugurated by the chairman of the Czech competition authority, Petr Mlsna, and the Minister of Justice, Jeroným Tejc, who emphasized the need for legal adaptations to keep pace with dynamic market developments.
Participants shared insights on unilateral conduct, comparing different jurisdictions' approaches to legal frameworks and specific cases of abuse of dominance. Discussions also covered the pros and cons of moving towards ex ante regulation by competition authorities.
Panels addressed the assessment of harm theory in anticompetitive conduct on traditional versus digital markets, featuring representatives from various countries who provided examples from their enforcement practices.
Specialized breakout sessions focused on topics such as exclusionary practices, interoperability in antitrust, new tools for competition authorities, exclusivity agreements, price discrimination, and state-created monopolies.
The workshop concluded with discussions on economic aspects of abuse of dominance, including zero-price markets and the implications of emerging technologies like humanoid robots. The chairman of the Czech competition authority closed the event by thanking participants for their valuable contributions.
