The Comisión Nacional de los Mercados y la Competencia (CNMC) has issued reports on the draft royal decrees approving the General Statutes of the Official Colleges of Graduates and Industrial Technical Engineers and the Official College of Naval and Ocean Engineers. These updates aim to adapt existing statutes to recent legislation regarding professional colleges.

While the CNMC acknowledges positive changes in the new texts, such as the removal of mandatory professional liability insurance until legally established, it stresses that only competent authorities should define access to professional activities. The CNMC has also identified several areas for improvement to enhance competition and regulation.

Recommendations include limiting statutes to creating 'guiding criteria' for professional interventions, avoiding mandatory membership without legal backing, and ensuring that all actions by collegiate bodies comply with competition law and good regulation principles.
