The Autorité de la concurrence, France's competition authority, has provided a favorable opinion on the establishment of the France Agriclimat mutual reinsurance group, which aims to manage agricultural climate risks. This approval is contingent upon addressing several reservations related to group membership, governance, and data exchange procedures.

France Agriclimat is designed to pool 65% of insured risks and manage claims data for insurers distributing subsidized multi-risk climate crop insurance products. The Autorité's opinion emphasizes the need for transparent and non-discriminatory membership conditions, as well as the importance of limiting voting rights to prevent any single member from dominating decision-making processes.

Among the key reservations, the Autorité has recommended that no member should hold more than one third of the votes at general meetings and that the criteria for joining the Board of Directors should be revised to ensure fairness between founding and new members. Additionally, the Autorité has called for the involvement of a trusted third party to handle sensitive data and ensure compliance with competition law.

The Autorité also stresses the necessity of conducting interim and final assessments of the group's performance to verify its intended effects, particularly in light of public concerns raised during consultations.
