Hungarian Competition Authority Emphasizes National Sovereignty in AI Language Model Development

04.06.2025 | Hungarian competition authority

The Hungarian Competition Authority (GVH) has highlighted the importance of developing AI language models in Hungarian as a matter of national sovereignty, following a significant commitment from Microsoft to enhance its AI systems with Hungarian language data.

On June 5, 2025, the President of the Hungarian Competition Authority (GVH), Csaba Balázs Rigó, met with László Palkovics, the government commissioner responsible for artificial intelligence, to discuss how the GVH can support the implementation of a new national AI strategy. During the meeting, Rigó presented the GVH's recent decision regarding Microsoft, which mandates the tech giant to train its AI systems using a comprehensive dataset of 10 billion Hungarian words.

This commitment is seen as a historic step for the Hungarian language, as it will significantly improve the capabilities of AI applications in Hungarian. The GVH's decision requires Microsoft to not only develop its AI systems in Hungarian but also to make the dataset available for other AI systems, thereby enhancing the overall landscape of Hungarian language technology.

Rigó emphasized that the GVH's decision contributes to the promotion and preservation of the Hungarian language and culture in the digital space, framing the development of AI language models as a fundamental issue of national sovereignty. Palkovics echoed this sentiment, stating that the commitments achieved by the GVH are crucial for ensuring that the application of AI and other new technologies is transparent in Hungary.

In 2024, the GVH conducted a comprehensive market analysis to assess the impact of AI on market competition and consumer decision-making. The analysis highlighted that the application of AI could enhance the competitiveness of Hungarian businesses, while also noting that global tech companies often overlook the introduction and development of products specifically for the Hungarian market. The targeted development of self-learning systems for smaller languages like Hungarian is vital for maintaining data sovereignty, data security, and cultural identity.

Rigó stated that the AI strategy aligns with the recommendations made by GVH experts, and the authority supports any initiative that promotes fair market competition and consumer protection while facilitating the economic benefits of AI for the national economy and strengthening the application of AI among domestic SMEs.
