The Autorité de la concurrence has submitted a proposal to the French government recommending the establishment of 261 new private practitioner notaries over the period from 2026 to 2031. This recommendation comes as part of a new regulatory framework that extends the frequency of establishment maps for notaries from two to five years.
As of October 2025, the number of private practitioner notaries has increased by 6% compared to April 2023, with a total of 12,361 notaries practicing in 7,135 offices. However, the profession has faced economic challenges, with a notable decline in turnover and the number of authentic deeds drawn up by notaries since 2023, largely attributed to a slowdown in the property market.
The Autorité's recommendations are based on a cautious assessment of supply and demand, suggesting that new offices should be created within two years of candidate selection to allow for proper development. The proposed map identifies areas where new notaries are needed, reflecting a strategic approach to meet future demands while considering the profession's economic health.
