Polish Competition Authority Achieves Historic Ranking in Global Competition Review

The Polish competition authority, UOKiK, has received its highest-ever rating from Global Competition Review, achieving a score of 3.5 stars in the 2024 rankings.

The Polish competition authority, UOKiK, has been recognized for its efforts in competition protection, receiving a historic rating of 3.5 stars from Global Competition Review (GCR) for 2024. This rating places UOKiK among the top ten antitrust authorities globally.

GCR highlighted UOKiK's effectiveness, particularly in resolving complex cases in the automotive market, including a significant case involving KIA Polska and its dealers, which resulted in fines totaling nearly 408 million PLN. Another case involved an illegal agreement between Iveco Poland and its distributors, leading to fines exceeding 241 million PLN.

UOKiK's actions in digital markets and investigations into Meta Platforms Ireland were also positively noted. Additionally, UOKiK has been proactive in addressing collusion in the labor market, launching investigations into practices by supermarket chains Dino and Biedronka that may have hindered job mobility for drivers.

The authority has also published a guide on labor market collusion, aimed at both employers and employees, clarifying practices that violate competition law. This initiative has helped raise public awareness of antitrust issues.

UOKiK's advocacy efforts included updating guidelines for imposing fines in line with the ECN+ directive, enhancing transparency regarding the responsibilities of dominant and dependent companies. The authority also continued its educational program, Summer Camp, which was recognized in a competition by ICN and the World Bank.

On the international stage, UOKiK's President, Tomasz Chróstny, was elected as Vice-Chair of the OECD Competition Committee, reflecting the authority's active participation in international competition law discussions.
