ACCC Supports Adelaide Councils in Joint Renewable Energy Procurement

The Australian Competition and Consumer Commission has proposed to authorize several Adelaide councils to collaborate on renewable electricity purchasing, aiming to enhance their procurement process.


On April 10, 2025, the Australian Competition and Consumer Commission (ACCC) issued a draft determination that would allow the City of Onkaparinga, City of Holdfast Bay, City of West Torrens, City of Salisbury, Town of Gawler, and City of Port Adelaide Enfield to form a joint renewable electricity buying group. This initiative aims to pool their electricity demand and streamline the procurement and negotiation process for renewable energy supplies.

The ACCC's proposal includes granting authorization for a period of 12 years, which would enable the councils to work together effectively in sourcing renewable energy. This collaborative approach is expected to enhance their bargaining power and potentially lead to better pricing and terms from renewable energy providers.

In addition to the draft determination, the ACCC has granted interim authorization, allowing the councils to begin their proposed activities while the ACCC completes its assessment of the full application. However, this interim authorization does not permit the councils to finalize any agreements with electricity service suppliers at this stage.

The ACCC is currently inviting public submissions regarding the draft determination, with a deadline set for April 30, 2025. This feedback will be considered before the ACCC makes its final decision on the matter. More information about the application and submission process can be found on the ACCC’s public register.
