The Finnish Competition and Consumer Authority has initiated a detailed investigation into Saferoad's proposed acquisition of Cleanosol and Tiemerkintä A & E, citing potential adverse effects on competition in the road marking services market.

The Finnish Competition and Consumer Authority (FCCA) has opened an in-depth investigation into the proposed merger where Saferoad Holding AS intends to acquire Cleanosol Oy and Tiemerkintä A & E Oy.

Saferoad, a Norwegian company, provides road marking services across Finland and other Nordic countries. Cleanosol and Tiemerkintä A & E also operate in the same sector in Finland, with Cleanosol additionally involved in the manufacturing and sale of thermoplastic hot mass used for road markings.

Initial findings from the FCCA suggest that the acquisition could negatively impact competition in the Finnish road marking services market, particularly concerning tenders awarded by the ELY Centers and various municipalities and public authorities. The investigation will also assess the implications for private operators' procurements of road marking services.

The FCCA emphasizes the importance of thoroughly examining the competitive effects of this acquisition. The ongoing proceedings will determine if the merger could significantly hinder effective competition in the Finnish market or a substantial part of it. Depending on the findings, the FCCA may either approve the acquisition, approve it with conditions, or recommend that the Market Court block the deal. The investigation process is expected to last a maximum of 69 working days, with the possibility of an extension by the Market Court for an additional 46 working days.
