The Autorité de la concurrence has been asked by the Economic Affairs Committee of the French National Assembly to provide an opinion on the competitive situation in the domestic wood fuel pellet sector. This request comes in light of recent sharp price increases and supply challenges that have negatively impacted consumers.

Wood pellets, primarily used for heating by private individuals, have seen a rise in demand due to increased installations of pellet-fired heating appliances. The competition authority attributes the price surge to a cyclical imbalance between supply and demand, alongside rising production costs and the need to import pellets from neighboring countries.

To address these issues, the Autorité has made several recommendations aimed at improving market transparency and supply flexibility. These include the establishment of monthly price, volume, and stock indices, as well as increasing storage capacity to better manage supply fluctuations. The authority emphasizes the importance of ensuring that these measures do not lead to anti-competitive behavior among market players.

Additionally, the Autorité has advised on the cautious use of customer demand management platforms and the temporary nature of any public assistance measures, such as wood energy vouchers, to avoid distorting competition. The authority also highlighted the potential risks associated with price caps during crises, suggesting they should be tightly controlled and used sparingly.
