Den Ouden avoided a fine by confessing first, while Bloem Infra cooperated and received a reduced fine. The companies engaged in 'cover pricing,' leading to fewer competitive bids and a delay in the project for the school, Yuverta. ACM ensures fair tender processes and works with PIANOo to advise contracting authorities. Companies involved in cartels can confess for leniency, with the first confessing company avoiding fines entirely.
