ACCC Proposes Authorisation for Card Payment System Upgrade
The Australian Competition and Consumer Commission (ACCC) has proposed to authorise a coordinated effort to transition the card payments system to a more secure encryption standard.

On August 14, 2025, the ACCC issued a draft determination proposing to grant authorisation AA1000699. This authorisation would allow the Australian Payments Network Limited (AusPayNet) and its current and future members to collaborate on migrating the Australian card payments system from the Triple Data Encryption Standard to the Advanced Encryption Standard.
The migration aims to enhance the security of card payment data. While the Triple Data Encryption Standard is currently adequate, the Advanced Encryption Standard is recognized as a faster, more efficient, and more secure option for protecting sensitive information.
The ACCC's proposal includes allowing these entities to make agreements regarding the migration process and to share information to monitor progress and address any issues that arise. The proposed authorisation is set to last for eight years.
The ACCC is inviting submissions on the draft determination until August 29, 2025, before making a final decision. More details can be found on the ACCC's public register.
