Croatian Competition Authority Launches DICE Project to Enhance Digital Capacities
The Croatian competition authority has initiated the DICE project, aimed at strengthening the digital capabilities of national competition bodies across the EU.

The Croatian competition authority (AZTN) has commenced the two-year EU TSI technical assistance project named 'DICE'. This initiative involves collaboration with competition authorities from 14 other EU member states.
The primary goal of the DICE project is to enhance the digital capacities of national competition bodies through a comprehensive and practical training program tailored to various levels of digital literacy. This project addresses the increasing impact of artificial intelligence, data science, and digital technologies on the enforcement of competition law.
By participating in the DICE project, AZTN is systematically developing and modernizing its expert, analytical, and institutional capacities to effectively combat anticompetitive behaviors in an increasingly complex digital environment. A special emphasis is placed on developing skills necessary for analyzing algorithmic business models and data-driven market power.
The project includes modular educational programs, online courses (MOOC), hybrid training, workshops, and practical laboratories, as well as a 'train-the-trainer' model.
Through this initiative, AZTN actively contributes to the effective application of competition rules in the EU's single market. The project aligns with key European policies, including the Digital Markets Act, the Digital Services Act, and the Artificial Intelligence Act. In the long term, the implementation of the DICE project will enhance legal certainty, strengthen competition protection, and benefit businesses and consumers in Croatia and the European Union.
