The Netherlands Authority for Consumers and Markets (ACM) has announced a market investigation into veterinary services for pets, scheduled for 2025. Following the completion of the preliminary phase, ACM has outlined its research methods and is inviting feedback from various stakeholders, including veterinarians, pet owners, and industry associations.
With over half of Dutch households owning pets, the demand for veterinary services is on the rise. However, pet owners often face unexpected high costs and must make urgent decisions regarding their pets' health. The investigation aims to address concerns about the increasing pressure on veterinary professionals due to a shortage of vets and assistants, as well as the limited availability of emergency services in certain areas. Recent trends, such as the acquisition of veterinary clinics by larger chains, may also impact consumer choices.
ACM's investigation will assess whether the veterinary services market is functioning effectively for consumers, focusing on three key areas: the decision-making process and information available to pet owners, the options available to them in specific regions, and the operational strategies of veterinary service providers. The authority aims to identify any bottlenecks and provide recommendations to enhance market performance.
Stakeholders are encouraged to contribute their insights and suggestions by June 3, 2025. ACM will publish responses from businesses and organizations on its website, while individual pet owner responses will remain confidential. This investigation is part of a broader initiative by ACM to examine various markets in 2025, ensuring that they operate fairly and efficiently for consumers.
ACM plans to release its provisional findings and recommendations by the end of 2025, aiming to improve the overall functioning of the veterinary services market.
