CCPC Launches Full Investigation into Phoenix's Acquisition of Cellnex

The Competition and Consumer Protection Commission (CCPC) is conducting a full Phase 2 investigation into the proposed acquisition of Cellnex Ireland Limited and Cignal Infrastructure Limited by Phoenix Tower International Holdco, LLC.
Under competition law, the CCPC must evaluate mergers to prevent negative effects on competition, considering impacts on consumers like pricing, choice, quality, and innovation.
Phoenix and Cellnex are independent tower companies providing passive infrastructure for active network equipment, serving mobile network operators, wireless broadband operators, and emergency services.
The proposed transaction was notified to the CCPC in March 2024, leading to a decision for an in-depth investigation to determine if it will significantly reduce competition in the State.
The CCPC is inviting submissions from interested parties via email until 15 August 2024, as the investigation continues with no further details shared at this time.
