Greek Competition Authority Investigates Bid Rigging in Land Surveying Services

The Greek competition authority has announced an upcoming meeting on March 18, 2026, to discuss a report regarding an investigation into the market for land surveying and supporting services related to the establishment of a national cadastre.
This investigation focuses on possible anti-competitive practices, specifically bid rigging, in violation of Article 1 of Law 3959/2011 and Article 101 of the Treaty on the Functioning of the European Union (TFEU).
According to the findings, the companies involved, including IRIS O.E. Engineering Consultants, I. Alavanos – Ch. Athanasopoulos E.E., Geotopos S.A., and TEM Technical Consulting S.A., participated in a horizontal agreement to manipulate bids. This collusion involved 16 other companies concerning the allocation of studies for tenders KTIM 13 and KTIM 16, where they predetermined the winning bidder for each study.
The reported violations are said to have occurred from September 2013 to December 2020. It is important to note that the recommendation from the investigation is not binding, and the competition authority will make its decision based on the evidence and the parties' views.
