Supreme Court Upholds Merger Denial for Latvian Flour Manufacturer
The Supreme Administrative Court of Lithuania has upheld the Competition Council's decision to deny a merger between Latvian company Dobeles dzirnavnieks and Lithuanian competitor Baltic Mill, citing concerns over market dominance.

The Supreme Administrative Court of Lithuania confirmed that the Competition Council's refusal to allow the merger between Dobeles dzirnavnieks and Baltic Mill was justified. The court rejected Dobeles dzirnavnieks's appeal, agreeing with the earlier ruling of the Vilnius Regional Administrative Court.
The Competition Council had conducted a thorough analysis of the proposed merger, concluding that it would create or strengthen a dominant position in the flour and pasta markets, which are already concentrated in Lithuania. The court found that the merger would significantly restrict competition, harming consumer interests.
Furthermore, the court noted that the commitments offered by Dobeles dzirnavnieks were insufficient to mitigate the negative impact on competition. The ruling emphasized the importance of maintaining competitive pressure in the market, which benefits consumers.
