ACCC Approves Allianz's Acquisition of RAA Insurance

The Australian Competition and Consumer Commission has decided not to oppose Allianz's acquisition of the Royal Automobile Association's personal insurance business, citing sufficient competition in the market.


The Australian Competition and Consumer Commission (ACCC) has announced that it will not oppose Allianz Australia Insurance Limited's proposed acquisition of the Royal Automobile Association of South Australia's personal insurance business (RAAI). This decision comes after a thorough investigation into the competitive landscape of the insurance market in South Australia.

During the investigation, the ACCC focused on the competitive dynamics between Allianz and RAAI, as well as the effectiveness of other insurers in the region. ACCC Commissioner Dr. Philip Williams noted that the presence of major competitors such as Suncorp and IAG, along with mid-tier insurers like Auto & General and Youi, would continue to provide significant competition even after the acquisition.

The ACCC's analysis revealed that while RAAI has a strong brand reputation, it is currently facing challenges that may reduce its competitiveness in the future. Factors such as increasing extreme weather events and rising costs in reinsurance and regulation were considered in the assessment.

Furthermore, the ACCC evaluated the potential impact of the acquisition on related markets, including smash repair services, windscreen repair and replacement services, and building repair services. The findings indicated that Allianz would not have the ability to significantly alter prices or supply terms in these markets post-acquisition.

It is important to note that the ACCC is also reviewing IAG's proposed acquisition of RAC Insurance from RAC WA, and the decision regarding Allianz and RAAI should not be seen as a precedent for that transaction, as each case has unique competitive dynamics.
