The Greek Competition Authority is actively promoting measures to prevent distortions in public procurement through two specialized seminars supported by the OECD and the European Commission's DG REFORM.

The Greek Competition Authority (E.A.) has launched initiatives aimed at preventing distortions in public procurement as part of a European project focused on combating collusion in public contracts. This initiative includes two seminars held in Athens on September 24 and 26, 2025, in collaboration with the OECD and the European Commission's DG REFORM.

The seminars are part of a cross-border program involving six EU member states: Austria, Bulgaria, Croatia, Cyprus, Romania, and Greece. The objectives include highlighting best practices for preventing public procurement distortions, enhancing cooperation among judicial, administrative, and supervisory authorities, and protecting public resources and market functioning.

During the first seminar, aimed at the private sector, representatives from various business and professional associations discussed compliance measures to prevent public procurement distortions. E.A. officials presented their powers and tools for combating collusive practices, emphasizing the importance of leniency programs and compensation claims.

The second seminar focused on judicial authorities, aiming to familiarize judges with identifying, assessing, and enforcing sanctions in cartel cases. The event was opened by the Deputy Minister of Justice, who stressed the need for decisive action against public procurement distortions. Key legal issues regarding evidence in cartel cases were discussed, along with the importance of indirect evidence in secret agreements.
