Yann Coz, an administrative judge, has been appointed Ethics, Whistleblowing and Secularism Advisor at the Autorité de la concurrence by decision of its President, Benoît Cœuré, for a two-year term. 
                
          
        
            Biography



A graduate of the École normale supérieure (2003) and the École nationale d’administration (ENA) (2014, “Jean de La Fontaine” graduating class), Yann Coz joined the administrative judiciary in 2015, beginning his career as a judge at the Paris Administrative Court, where he served as a rapporteur. In 2020, he joined Défenseur des droits, France’s independent rights ombudsman, as Head of the Public Service division, before returning to the Paris Administrative Court in 2023 as a rapporteur and subsequently as a public rapporteur.
      
      
      

                
          
            The role of the Ethics Advisor
      
            

Under the French law of 20 April 2016 on ethics and the rights of civil servants, every public authority is required to appoint an Ethics Advisor.



The Ethics Advisor provides public servants, in complete confidentiality and with full independence, with guidance on complying with ethical obligations and principles regarding:



- preventing or resolving conflicts of interest;



- submitting declarations of interests and asset declarations when required by the position;



- complying with rules established by law and case law (including obligations of neutrality, impartiality, discretion and the duty of reserve);



- observing rules on holding multiple positions or engaging in outside activities;



- referring matters to the Ethics Commission and respecting the opinions issued.



In his capacity as Whistleblowing Advisor, Yann Coz will be responsible, in particular, for receiving reports from staff and external or occasional collaborators of the Autorité who wish to benefit from whistleblower protection. Lastly, in his capacity as Secularism Advisor, he will provide guidance to public servants or department heads on respecting the principle of secularism.
