On April 7, 2025, the Latvian Competition Authority (Konkurences padome) decided to commence a further investigation into the merger case initiated on March 7, 2025, involving SIA 'Vizii Urban' and SIA 'Tranzīts L'.

SIA 'Vizii Urban' operates under AS 'CleanR Grupa', which manages leading companies in Latvia's environmental services sector. The company specializes in urban cleaning and maintenance, offering services for streets, roads, public and private areas, parks, squares, beaches, and other territories, as well as infrastructure cleaning and maintenance services during both summer and winter seasons across Latvia. Its major clients include municipalities from Rīga, Jūrmala, Rēzekne, Tukums, and Liepāja.

SIA 'Tranzīts L' provides maintenance services for streets, roads, and bike paths, as well as care for green areas, public spaces, parks, and beaches. The company primarily operates in the territory of Liepāja and regularly participates in public procurement organized by the municipality, which is its main area of activity. Additionally, it offers urban maintenance services in the South Kurzeme region upon request from specific clients.

The activities of the merging parties overlap horizontally in the markets for urban and road maintenance services in Latvia and the territory of Liepāja. To thoroughly assess the merger's impact on competition in these areas, the Competition Authority has decided to initiate an in-depth investigation based on the first part of Article 16 of the Competition Law.

Market participants or other interested parties wishing to provide their opinions on the merger's impact on competition are invited to contact senior expert Vita Ozeri or economist Elija Ķerpi by May 9, 2025.
