The Polish Office of Competition and Consumer Protection (UOKiK) has taken a leading role in the International Competition Network (ICN) by co-chairing the Advocacy Working Group alongside Egypt, Japan, and Singapore. This initiative aims to foster consensus and develop common competition policy principles within the global antitrust community.
Recently, a webinar titled 'Effective Advocacy Towards Governments and Legislators' was held, based on a report from the ICN Advocacy Working Group. During this session, representatives from various countries shared practical examples of successful advocacy initiatives directed at government officials and legislators, highlighting key insights, success factors, and experiences that could guide others in similar efforts.
The ICN serves as a unique platform for competition authorities to maintain regular, albeit informal, contact and address practical issues related to competition law. It is the only global forum dedicated solely to the enforcement of competition law, with membership comprising national and international competition authorities, as well as contributions from academic and legal representatives known as Non-Governmental Advisors (NGAs).
The network produces reports through the collaborative efforts of its members in project-oriented working groups. These groups focus on various aspects of competition law, including Advocacy, Agency Effectiveness, Cartels, Mergers, and Unilateral Conduct. Each working group is led by up to four members, serving three-year terms.
In addition to its role in the Advocacy Working Group, UOKiK also co-chairs the ICN Framework for Competition Agency Procedures (CAP) alongside Germany and the USA. CAP aims to enhance procedural fairness in the enforcement of competition law and provides a framework for implementation directed at competition authorities.
Looking ahead, the ICN will celebrate its 25th anniversary with a major conference scheduled for May 2026, marking a significant milestone in the network's history.
