Spanish Competition Authority Approves Cost Distribution for Universal Telecommunications Service
The CNMC has approved the distribution of the net cost for the universal telecommunications service for 2022, amounting to €5.38 million, primarily funded by major telecom operators.

The Spanish competition authority, CNMC, has officially approved the allocation of the net cost for the universal telecommunications service for the year 2022. This cost totals €5.38 million and will be financed through the National Universal Service Fund (FNSU).
The universal service ensures that all citizens have access to essential telecommunications services at affordable prices, regardless of their geographical location. This includes fixed telephony and internet access, as well as provisions for users with disabilities or special social needs.
According to the General Telecommunications Law, all electronic communications operators with revenues exceeding €100 million are required to contribute to the financing of the universal service. In 2022, 19 operators met this criterion, and their contributions will be based on their total business volume in the market.
Notably, the three major telecom groups—Telefónica, MASORANGE, and Vodafone—will collectively cover over 90% of the funding for the universal service.
