Belgian Competition Authority Reviews Fiber Network Cooperation Agreements

The Belgian Competition Authority is examining new cooperation agreements between Proximus/Fiberklaar and Telenet/Wyre for deploying fiber networks in Flanders.

The Belgian Competition Authority (BCA) has acknowledged the signing of binding cooperation agreements between Proximus/Fiberklaar and Telenet/Wyre aimed at deploying gigabit networks in Flanders. This initiative includes the allocation of their respective FTTx network deployments in medium-density areas and the migration of Proximus customers to Wyre’s HFC network in rural regions.

The BCA is currently conducting an ex officio investigation into these agreements to assess their impact on competition and ensure that network users benefit from cost savings and other advantages. The authority had previously opened this investigation on July 26, 2024, following concerns about the proposed cooperation.

As part of the investigation, the network operators submitted commitments to address the identified competition concerns, which were subject to public consultation from October 15 to November 21, 2025. The BCA will continue to evaluate any adjustments made to the cooperation project to determine their implications for fair competition.
