The Estonian Competition Authority is shifting to a service-based management model to enhance the quality of public services and better meet the needs of individuals and businesses.

The Estonian Competition Authority has initiated a transition to a service-based management approach aimed at modernizing and improving the quality of public services it provides.

Director General Evelin Pärn-Lee emphasized that this customer-centric management will enable the Authority to deliver clearer, more efficient, and value-based services, enhancing their understanding of service functionality and areas for improvement.

As part of this transition, the Authority will reorganize its structure and management model, merging departments such as energy markets and infrastructure to consolidate expertise in response to the growing significance of energy issues.

Support services will also be restructured to foster collaboration and customer orientation. The introduction of technology, including the Price Calculation Information System (HAI), will facilitate quicker processing of proceedings, allowing the Authority to adapt more effectively to societal and business needs.

The new structure is set to be implemented by December 1, with the service-based management officially starting in February 2026.

The Competition Authority oversees various sectors, including competition, electricity, natural gas, and public services, and is committed to combating unfair trading practices in the agricultural and food supply chain.
