Stakeholder observations and further analyses have revealed a lack of comparability in ticket prices and ancillary services presented to consumers. This results in substantial search costs, making it difficult for consumers to understand price variables when making purchasing decisions.

Particularly, the issue of offer comparability arises in a context where the purchase of ancillary services—such as seat selection, cabin baggage, and checked baggage—is exercised by nearly half of travelers. The value of these services constitutes a significant portion of airline revenues.

Therefore, the authority believes that implementing tools to enhance effective comparability of offers, including optional service pricing components, is crucial for stimulating demand mobility and encouraging companies to compete on price.
