Latvian Competition Authority Publishes Insights on Public Entities' Impact on Competition
The Latvian Competition Authority has begun to publish key opinions and explanations regarding the impact of public entities on competition, aimed at enhancing understanding among government bodies and municipalities.

The Latvian Competition Authority (Konkurences padome) has initiated a project to compile and publish significant opinions, clarifications, and assessments concerning the actions of public entities and their influence on market competition. This initiative is designed to assist state administrative institutions, municipalities, and their capital companies in understanding competition neutrality and its practical application.
The interaction between public entities and the market is complex, as they function both as regulators and market participants. According to Article 14.1 of the Competition Law, the Competition Authority monitors how direct and indirect government institutions, as well as capital companies where public entities have decisive influence, adhere to the prohibition against hindering, restricting, or distorting competition. Additionally, under Article 88 of the Law on the Structure of State Administration, the authority provides consultations regarding public entities' participation in capital companies.
The Competition Authority encourages stakeholders to review the published opinions and explanations to strengthen competition-promoting practices within the public sector.
