French Authority Issues Guidance on Agro-Ecological Transition Financing

The French competition authority has released informal guidance to support the collective financing of costs and risks associated with the agro-ecological transition in agriculture, emphasizing transparency and compliance with competition rules.


The Autorité de la concurrence in France has published informal guidance aimed at facilitating the collective financing of the additional costs and risks linked to the agro-ecological transition of agricultural holdings. This guidance comes in response to a request from an association focused on promoting sustainable agricultural practices.

The General Rapporteur acknowledged the importance of the agro-ecological transition for the agricultural sector and deemed the request admissible, despite some project aspects still being under development. Key points highlighted include the necessity for transparent, objective, and non-discriminatory participation conditions, as well as the use of scientifically sound tools to measure the transition and identify financing needs.

The project involves various stakeholders, including agricultural producers, collectors, manufacturers, distributors, and financial partners, all working towards a common goal of supporting sustainable agricultural practices. The association plans to implement a diagnostic tool, the regeneration index, to assess the level of transition of agricultural holdings.

Furthermore, the General Rapporteur emphasized the importance of preventing exchanges of commercially sensitive information among participants to avoid potential collusion and competition restrictions. The guidance also includes an analysis matrix for stakeholders to evaluate the compatibility of their projects with competition rules, particularly concerning yield reductions and collective financing.

Lastly, the General Rapporteur stressed that farmers should benefit from the monetization of their agro-ecological data, ensuring that any revenue generated is distributed fairly and in compliance with competition law.
