ACM Mandates Private Networks to Support Public Grid Efficiency
The Netherlands ACM is expanding the requirement for private networks to assist in alleviating strain on the public grid during peak times, enabling more sustainable projects to connect.

The Netherlands Authority for Consumers and Markets (ACM) is enforcing private networks, known as Closed Distribution Systems (CDSs), to participate in congestion management alongside users directly connected to public grids. This decision aims to enhance grid capacity, facilitate the connection of sustainable projects, and address congestion issues, particularly in regions like Flevoland with significant grid challenges. System operators will now have the authority to demand flexibility from owners of CDSs, such as wind and solar farms, to reduce the burden on the public grid during peak periods, with compliance monitoring falling on the operators.
