Public Consultation on Gas Distribution Compensation Methodology by CNMC

The Comisión Nacional de los Mercados y la Competencia (CNMC) has initiated a public consultation regarding the circular that governs the compensation methodology for gas distribution activities for the upcoming regulatory period from 2027 to 2032 (CIR/DE/003/25).
This review occurs every six years and aligns with the energy policy guidelines set forth in the Order TED/1318/2025, published by the Ministry for the Energy Transition and Demographic Challenge.
The circular aims to ensure sufficient compensation to cover the costs of efficiently managed companies while promoting sustainability and competitiveness in the gas sector. It incorporates feedback from various stakeholders, including renewable gas promoters, consumer associations, and environmental organizations.
Key updates in the proposed circular include the extension of the current regulatory base compensation to the next period, the removal of incentives for recently gasified municipalities, and the introduction of new terms to encourage biogas injection and address digitalization and cybersecurity needs.
