New Zealand Regulators Evaluate Feedback on Non-Network Solutions
The New Zealand Commerce Commission and other regulatory bodies are reviewing feedback from electricity distributors regarding non-network solutions to manage growing demand efficiently.

The Commerce Commission, along with the Electricity Authority and the Energy Efficiency and Conservation Authority (EECA), is currently assessing feedback from electricity distributors on the implementation of non-network solutions.
In an open letter issued in February 2026, the regulators highlighted the potential of non-network solutions, such as flexible electricity usage, energy efficiency, distributed generation, and storage, to meet increasing demand at a lower cost than traditional network expansions.
While the regulators acknowledged that non-network solutions may not always be the most effective option, they emphasized the importance of considering these alternatives. The letter outlined three key actions that distributors are expected to undertake.
Most respondents agreed on the significance of non-network solutions in reducing system costs as New Zealand moves towards greater electrification. However, opinions varied regarding the speed at which these solutions could be implemented, the mechanisms for their adoption, and the necessary safeguards to ensure reliability.
Additionally, submitters proposed various ways in which the three regulatory bodies could facilitate the adoption of non-network solutions. The regulators will now deliberate on the next steps to promote these solutions, aiming for a more efficient, reliable, and cost-effective network for consumers.
