Fiber-Optic Surpasses Cable in Dutch Households: Q1 2025 Telecom Trends
The latest Telecom Monitor from the Dutch competition authority reveals that fiber-optic internet has overtaken cable broadband in household usage for the first time, while mobile data consumption continues to rise.

According to the Telecom Monitor published by the Netherlands Authority for Consumers and Markets (ACM) on July 8, 2025, fiber-optic internet has become the preferred choice for households, surpassing cable broadband for the first time in Q1 2025. The report indicates that 3.27 million households are now using fiber-optic plans compared to 3.16 million using cable-based broadband.
The trend towards fiber-optic is part of a broader shift in the telecom sector, as the number of households with copper connections continues to decline, now sitting at 1.97 million. Major telecom operators KPN and VodafoneZiggo maintain a strong presence in the market, each holding a market share of 35 to 40 percent.
In addition to the rise of fiber-optic, the report highlights a decrease in demand for bundled services that combine telephony, broadband, and television. The number of these all-in-one bundles has dropped to 780,000, while the combination of broadband and television remains the most popular, with 2.82 million active plans. The popularity of mobile and fixed service combinations is also on the rise.
Mobile data consumption has surged, with Dutch consumers using 619 million gigabytes in Q1 2025. However, the frequency of calls and text messages has decreased, with only 464 million text messages sent in the first quarter, down from 481 million in the previous quarter. The fixed telephony market continues to decline, with only 3.90 million households and businesses maintaining fixed connections.
