Hungarian Competition Authority Supports AI Strategy for SMEs

03.04.2025 | Hungarian competition authority

The Hungarian competition authority, GVH, aligns its proposals with the government's updated artificial intelligence strategy, emphasizing support for small and medium-sized enterprises (SMEs).

The Hungarian competition authority, known as GVH, has announced that its recommendations from 2024 are being integrated into the government's renewed artificial intelligence (AI) strategy. This strategy aims to enhance the competitive landscape of AI in Hungary, particularly focusing on the needs of small and medium-sized enterprises (SMEs).

In February 2025, the Hungarian government appointed Dr. László Palkovics as the government commissioner responsible for AI. Under his coordination, a new national AI strategy is set to be presented in the coming weeks. The strategy will prioritize the expansion of existing supercomputer capacities, promote the use of AI among SMEs, and establish a knowledge base for AI through university training and educational materials.

GVH has welcomed the review of the national AI strategy and the coordinated promotion of AI's economic benefits. In 2024, GVH was among the first European competition authorities to conduct a market analysis on the impact of AI on market competition and consumer decision-making.

The findings from the market analysis, completed in October 2024, suggest that the adoption of AI solutions could lead to increased corporate efficiency and significant GDP growth. GVH emphasized the importance of providing concrete support to SMEs, as AI technology could serve as a breakthrough point for these businesses.

GVH has made several recommendations to lawmakers, including promoting AI usage in the domestic corporate sector with a focus on SMEs. This involves enhancing the technological knowledge of SMEs and ensuring a skilled workforce through higher education programs. Additionally, the review of the national AI strategy should emphasize the development and support of specialized training programs, coordination of AI research directions, and continuous improvement of the necessary IT infrastructure, including existing but limited supercomputing capacities.

Furthermore, targeted support for the development of Hungarian language models is essential. Effective coordination of financial and strategic resources from state actors is necessary to develop, apply, and make Hungarian large language models widely accessible.

GVH's market analysis report is available on its official website, and the authority expresses its support for initiatives that promote fair market competition and consumer protection while enhancing the economic utilization of AI and strengthening the application of AI among domestic SMEs.
