Lithuanian Authority Approves IT Sector Merger

The Lithuanian competition authority has approved the acquisition of WhiteBit by Hawk Infinity, allowing the Norwegian firm to gain significant control in the information technology sector.


The Lithuanian competition authority has granted approval for the Norwegian investment company Hawk Infinity to acquire 94.74% of the shares in WhiteBit through a special purpose entity known as SaaS Holding. This acquisition will enable Hawk Infinity to take sole control of WhiteBit, a company specializing in various information technology solutions.

The merger notification was submitted on May 20, 2025. After a thorough assessment, the Competition Council determined that the merger would not create or strengthen a dominant market position nor significantly restrict competition within the relevant markets.

Hawk Infinity is known for its investments in companies within the information technology sector. Its affiliated companies in Lithuania provide a range of services, including modern accounting, document processing, and business analytics, as well as implementing specialized computerized accounting and management systems across various sectors such as catering, accommodation, health, and leisure.

WhiteBit, on the other hand, offers services related to cyber security, data transmission networks, virtualization, and other specialized IT solutions in Lithuania. The merger was subject to notification and clearance by the Competition Council due to the combined total revenues of the involved companies exceeding EUR 20 million, with at least two of the companies having revenues over EUR 2 million in the year prior to the merger.
