Record Mobile Data Consumption in the Netherlands for Q4 2025

The Dutch competition authority reports a record 829 million gigabytes of mobile data consumed in Q4 2025, with Odido surpassing KPN and VodafoneZiggo in customer consumption.

In the fourth quarter of 2025, mobile data consumption in the Netherlands reached a staggering 829 million gigabytes, marking a new record. This data comes from the latest Telecom Monitor published by the Netherlands Authority for Consumers and Markets (ACM).

Notably, mobile data usage among Odido customers has now exceeded the combined usage of KPN and VodafoneZiggo customers, solidifying Odido's position in the market. KPN and Odido remain the leading telecom operators in the mobile sector.

The report also highlights the ongoing roll-out of fiber-optic connections, which has seen an increase of approximately 220,000 new connections in Q4 2025. However, the pace of this roll-out has slowed compared to previous years. Consumer download speeds have significantly improved, with 91.3% of Dutch consumers now enjoying speeds of 100 Mbps or higher.

Over the course of 2025, mobile data consumption has nearly doubled from 1.6 billion gigabytes in 2022 to almost 3 billion gigabytes. Conversely, traditional mobile calls have continued to decline since their peak during the COVID-19 pandemic.

The Number Issuance Monitor indicates a sustained high demand for mobile phone numbers, with 73.8 million numbers issued in 2025. This represents an issuance percentage of 88.7% of available numbers. The demand for 0970-numbers for Machine-to-Machine (M2M) applications has surged, with a 35% increase in issued M2M numbers.

ACM anticipates that the demand for 0970-numbers will continue to rise, potentially leading to a shortage. In response, the Dutch Ministry of Economic Affairs and Climate may need to release new number series to meet market needs.
