French Competition Authority Proposes New Map for Justice Commissioners

The Autorité de la concurrence has submitted a proposal to the French government regarding the establishment of new commissioners of justice for the period 2026-2031. This recommendation comes as part of a new regulatory framework aimed at adapting the geographic coverage of the profession to meet economic needs.
In light of ongoing structural changes, including a decline in the number of professionals and a shift towards dejudicialisation, the Autorité suggests creating 41 new offices. This is intended to ensure that the profession can adequately respond to demand while also addressing the anticipated exit of professionals who have not completed the necessary training by July 2026.
The analysis indicates that while the number of commissioners of justice is decreasing, the economic performance of the profession has been improving since 2021, with total turnover rising slightly faster than inflation. The Autorité's recommendations are based on a cautious approach, taking into account previous waves of office creations and the need for new offices to develop adequately.
Furthermore, the Autorité emphasizes the importance of aligning the term of office for board members with the new map's validity period and suggests that new offices should be established within two years to allow for proper assessment and planning.
