The Italian competition authority, in collaboration with the European Commission, has initiated an investigation against Meta Platforms Inc. and its subsidiaries for suspected abuse of dominance under Article 102 of the Treaty on the Functioning of the European Union (TFEU).
Starting March 2025, Meta plans to pre-install its AI service, Meta AI, on the WhatsApp app without user consent. This service will be prominently displayed and integrated into the search bar, raising concerns about user dependency on Meta's offerings.
Meta's strategy appears to leverage its dominant market position in app communication services to promote its AI service, potentially disadvantaging competing services. The authority warns that users may become functionally dependent on Meta AI, which could provide increasingly relevant responses based on user data.
On July 30, 2025, officials from the authority conducted inspections at Facebook Italy S.r.l., Meta's Italian subsidiary, with assistance from the Special Antitrust Unit of the Financial Police.
