Latvian Authority Develops Checklist to Enhance Competition in Public Procurement

25.02.2025 | Latvian competition authority

The Latvian competition authority has created a checklist for public procurement organizers to strengthen competition and ensure high-quality offers at the lowest prices.

The Latvian competition authority, known as KP, is addressing the ongoing challenge of enhancing competition in public procurement. They aim to assist public procurement organizers in obtaining the best quality offers at the lowest prices through a newly developed infographic checklist.

KP is responsible for monitoring and ensuring free competition across all sectors of the economy, including maintaining competition neutrality in public procurement processes. One of the significant challenges identified by KP is the need for procurement specialists to improve their professional knowledge amidst increasingly segmented and fragmented regulations.

As public procurement regulations become more complex, organizers must navigate a complicated legal framework and diverse procurement needs. Even minor actions by procurement officials can significantly impact competition, potentially leading to low-quality offers at disproportionate prices or insufficient numbers of bids.

To facilitate the public procurement process, KP has designed a comprehensive checklist that outlines steps from preparation to contract signing and execution. Each point in the checklist is based on KP's practical experiences, aimed at reducing the risk of actions that unjustly limit competition.

The checklist is available for public access, providing valuable guidance for procurement organizers.
