Apple will modify its rules for personalized advertising in apps on iPhones and iPads after the German competition authority raised concerns about unequal treatment of its own apps versus third-party apps.

The German competition authority, Bundeskartellamt, has concluded its investigation into Apple's App Tracking Transparency Framework (ATTF), which governs how app providers can use user data for personalized advertising. The authority found that Apple had created different user consent processes for its own apps compared to those of third-party developers, raising competitive concerns.

Apple's ATTF required third-party app developers to obtain user consent through a specific prompt, while its own apps did not follow the same stringent requirements. This discrepancy was seen as potentially favoring Apple's own offerings over those of competitors, which led to the Bundeskartellamt's intervention.

In response to the authority's findings, Apple has committed to aligning the consent prompts for its own apps with those for third-party apps. This includes removing intimidating symbols and language from the prompts and simplifying the consent process for third-party developers. The aim is to ensure that users can make informed choices about their data usage.

Andreas Mundt, President of the Bundeskartellamt, emphasized the importance of user privacy and the need for fair competition in the digital marketplace. The authority's investigation did not address data protection laws directly but focused on compliance with competition law.

Apple's commitments will be monitored over a seven-year period, and the company has four months to implement the changes. This resolution aligns with ongoing discussions among European competition authorities regarding Apple's practices and may influence future regulations across the EU.
