The CNMC recommends adjusting emission reduction goals for non-integrated operators if the new regulation affects competition. It also advises justifying set timeframes and limits, and reviewing biofuel regulations.

Specific recommendations include justifying temporal requirements for emission reduction calculations, revising the maximum emission reduction limit, and incorporating certain biofuels into diesel B.
