FTC Takes Action Against Deceptive Health Insurance Scheme
The Federal Trade Commission has filed a lawsuit to halt a fraudulent health insurance operation that misleads consumers into purchasing non-existent comprehensive plans.

The Federal Trade Commission (FTC) has successfully obtained a temporary restraining order against a nationwide operation accused of deceiving consumers seeking health insurance. The operation, which operates under various names including Innovative Partners and American Collective, allegedly impersonates government entities and large insurance carriers.
According to the FTC's complaint, the defendants have targeted both uninsured and already-insured consumers, misleading them into believing they need to pay for coverage maintenance or renewal. Consumers reportedly paid millions in premiums for products that do not provide the promised coverage, exposing them to unexpected medical costs.
FTC Chairman Andrew N. Ferguson emphasized the agency's commitment to combating unlawful practices that inflate healthcare costs. The Healthcare Task Force, established in March, aims to address challenges faced by American patients and providers.
The complaint details how the defendants operated a fraudulent telemarketing scheme, falsely claiming to sell “state issued” PPO insurance policies. In reality, the products offered are not comprehensive health insurance and cannot be sold on government marketplaces. Instead, they often consist of medical discounts and limited coverage.
Consumers who attempt to use these plans discover they do not provide the comprehensive coverage promised, leading to postponed medical care and significant debt. The defendants are also accused of unfairly charging consumers without consent and failing to disclose important terms regarding cancellation of payments.
The FTC's complaint alleges violations of multiple laws, including the FTC Act and the Telemarketing Sales Rule, and seeks refunds for affected consumers. The case will be decided by the U.S. District Court for the Southern District of Florida.
